Temperature sounding generally consists of shallow freezing layer in the
boundary layer and
capped with
well above freezing temperatures aloft
Freezing rain will be most hazardous if soil temperature is below freezing, if surface air temperature
is well below freezing, and if
freezing rain is heavy
If temperatures are at or just below freezing and the soil temperature is above freezing, most freezing
rain will accumulate on elevated surfaces such as power lines, trees, and bridges/overpasses
