Temperatures aloft are below freezing or near freezing.
If the air is fairly dry and a little above freezing in the lower troposphere,
evaporative cooling can change precipitation that is initially rain to snow.
Most snow results from elevated lifting (parcel do not rise from surface but rather from higher
aloft due to dynamic lifting,
usually from top of inversion)
